What Is Form 130-U

Form 130-U is the Texas Department of Motor Vehicles (TxDMV) Application for Texas Title and/or Registration. When you buy a vehicle or bring one into Texas, you complete it to apply for a Texas title in your name and/or to register the vehicle, as applicable. It records the vehicle (VIN, year, make, body style, odometer reading), the applicant's identity and mailing address, the previous owner, any lienholder, and the sales price and tax computation the county uses.

Who Fills Out Form 130 U Texas

Form 130-U may be used by:

  • buyers at a licensed Texas dealer (the dealer files the title application for you through webDEALER; its process determines whether you sign a paper Form 130-U);
  • individuals buying a vehicle from a private seller;
  • new Texas residents registering a vehicle from another state (a Texas title is optional if you keep your out-of-state title, and since January 1, 2025 non-commercial vehicles no longer need a safety inspection, only an emissions inspection in the counties that require it);
  • owners giving a vehicle to an eligible family member (a gift also needs the Affidavit of Motor Vehicle Gift Transfer, Comptroller Form 14-317, and only qualifies as a gift when nothing of value, including an assumed loan, is exchanged);
  • owners registering a vehicle with the TxDMV for the first time, and owners correcting a title, adding a lien or removing a lien recorded on a paper title.

The application must be filed with the county tax assessor-collector together with proof of ownership, identification meeting TxDMV's requirements for your transaction, proof of insurance when you register, and the fees; the form alone does not establish ownership.

  4. Specify the vehicle: VIN, year, make, body style, model, colors, Texas plate number if it already has one (item 8), odometer reading (item 9) and weight or carrying capacity.
  5. Enter the applicant's details: applicant type, photo ID details or FEIN/EIN, as applicable, name, mailing address and county of residence, plus any additional applicant.
  6. Give the previous owner's name (item 20) and any lienholder details (items 30 to 34); the form has no 'effective date' field.
  7. Complete the sales price and tax section with the price paid, trade-in value and the tax computation, and tick any exemption that applies.
  8. Review the filled-out document thoroughly for accuracy and completeness.
  9. Save the resulting file on your device for your records.
  10. Print the form and sign it in ink: the buyer's signature must be original (the seller's, where required, may be copied), then file it with your county tax assessor-collector, with the title or other proof of ownership, your photo ID, proof of insurance if you are registering, and the fees. A dealer files it for you when you buy from a dealer.
